Have gains in enforcement set the stage for comprehensive reform?

The Obama administration is committed to making a major push early next year. Homeland Security Secretary Janet Napolitano, who as governor of Arizona had a front-row seat to every aspect of the problem, made the pledge again earlier this month, saying the current situation is simply unacceptable. She cited progress in stemming the flow of illegals into the U.S. over the past few years and insisted now is the time to put together the elements of what she called the three-legged stool: tough enforcement, a much streamlined system for legal immigration and a path to legal status for illegal immigrants already in the U.S.

Napolitano noted some pretty big gains in enforcement over the past two years. About 600 miles of fence have been built along the border with Mexico, the Border Patrol has added 20,000 officers, and significant improvements have been made in the e-verify system, a national database designed to help employers determine a job applicant’s status. In addition, the administration has stepped up the pressure on employers to comply with the law. The immigration service has notified 1,000 firms that their employment rolls will soon be audited, focusing on industries with a history of using illegal labor or those where security is a concern, such as defense or power plants.

The results have been startling. The government, meanwhile, says border arrests have fallen 23%, a strong indication that fewer people are trying to get across. What’s more, many already here are apparently leaving. The pro-immigration Center for Immigration Studies estimates that the number of illegal immigrants declined by 1.3 million, about 11%. It’s not just enforcement, of course. The recession is a huge factor. Immigrants have always come to the U.S. primarily to find work, and when there isn’t any, the rates always decline. But also in play are the tougher border measures and the greater difficulty of getting past more cautious employers.

The enforcement gains are real, and the credit goes to Republicans. When they blocked President Bush’s efforts to pass comprehensive reform in 2007-08, they insisted that enforcement had to come first, before they’d go along with more comprehensive changes. Supporters of a bigger bill realized that they had no choice but to go along and backed tougher enforcement as a prerequisite to an agreement on guest workers and legal status. Now, it’s time for the other side to carry through on the bargain.

The landmines in the immigration debate haven’t changed. Some people will never be happy unless the government tries to round up the 10 million-plus illegal immigrants already here and deport them – a clearly unworkable goal. Others will object that the path to legalization – with fines, penalties and limits on who is eligible – is too heavy a burden. There will be concerns about immigrants taking jobs Americans need, and employers will believe that whatever limits are set leave them with too few willing to do the work Americans don’t want. Companies will want to give preference to skilled workers, while Hispanic groups argue for admitting more relatives of immigrants who are already here. Some will say the U.S. can’t afford to open its borders when deficits are soaring, and others will say getting people out of the shadows and turning them into taxpayers is the best way to ensure future economic growth.

There are ways to compromise on these matters. A good start is a new Brookings Institution/Duke University study. It calls for legalization of only about half the current illegal population, with strict requirements, stepped-up workplace enforcement, a sharp reduction in the number of green cards for family members and a big increase for legal immigrants with needed work skills. It won’t appeal to conservative Republicans who want to whip up their base again and it won’t appeal to Democrats dependent on Hispanic voters. But it’s a good starting point for a reasonable debate among reasonable

You made a statement that rounding up the 10 million illegal aliens is an unworkable goal. Both Hoover & Eisenhower rounded up 12 million illegals in the past. We can't do it? Why not?

The White House and Congress have never been honest about their plans to give illegal immigrants citizenship or anything else for that matter. Why should we believe them now! It's just more self-serving vote buying.

My wife, a Filipino who is also a brilliant electrical engineer, waited in line for her turn to come like so many others do from the other side of the planet. Though she wouldn't have done it because she wanted to be here properly, legally, and with all the priviledges of a green card holder, the fact still remains that these Mexicans are the real benficiaries of any amnesty or whatever you want to call it....The Mexicans are the ones who benefit the most and that's not right at all. And why? Geographic convenience, that's why. While we have millions upon millions of unskilled Mexicans who don't really care to share the cultural values which have traditionally defined the United States of America, we deny, exclude, and ignore the millions of skilled, talented, and much more socially acceptable groups of poeple who don't have the convenience of sneaking across the border and partaking in a amnesty program every 10 or 20 years. That's not right. And I know that some people will be quick to label me a racist, but they are wrong and smallminded to throw the race card out there so fast...So, we give amnesty to 15 million largely uneducated people who will surely be more of a burden than benefit to our sytems (welfare, hospitals, schools, etc), and we still do nothing to bring these millions of bright and talented people here who really do love this country, would really benefit us, and won't expect the USA to provide a handout....who are we really screwing? Our kids, and thier kids, and the future way of life in this great country. 50, and 100 years from now we will just be another giant welfare state akin to Europe. Now there is something to be proud of, my fellow Americans.

20 million illegal immigrant pay a fine of $3,000 per head and make them legal. AND save our Housing Market. Do the Math… 20,000,000 (illegal) x $3,000 (FINE or FEE)= $60,000,000,000. And these people will pay each Avg. Tax $3,000 per year. Another 20,000,000 (legal) x $3,000 (TAX) = $60,000,000,000. That’s $120 BILLION into US Economy. This can be a GOOD JUMP START for this FALLING ECONOMY!!!

No FREE passes to illegals. Send them back & let thenm get in line like everyone else Other countries do not allow illegals & we should not either. They are bankrupting our country. Our government should take care of our citizens first, then the ones who have applied to come in legally. Illegals do not have the right to barge into our country with no regard for our laws. It just causes more turmoil and expense to all Americans. It is not fair & should not be allowed. WE CAN"T brak the law so why should they be allowed to do so. We are tired of bending over backwards to accomodate to illegals. This is an english speaking country. Business here is conducted in english. You can't cater to all people & languages of the world. Amnesty didn't work before & will not work NOW! I expect our government to enforce our laws NOW!

As always, illegal aliens are referred to only in terms of 'jobs'. What has broken America is the practice of allowing anyone to come here to drop anchor babies and begin the 'chain migration' process where the whole extended family can then come in and collect generous benefits. Why is this never addressed?

I've been hearing and reading about how this is suppose to help our economy.. What a joke... how is this suppose to help the economy? All I can see it do is make our economy drop further that it is at the moment. I bet you are wondering why or how this is?? What are all these illegal immigrants gonna do to help boost our economy? Please do ask yourselves this... All I can see is that they will just continue to sponge off the resources that the AMERICAN PEOPLE cannot even get help with, and this is our country that is suppose to be here to help us. We get kicked to the curb while all talks are to help the ILLEGALS. What a great country we live in. When the average AMERICAN can loose their job and noone is willing to help us out but lets just keep on catering to those that are able to come work for .10 on the dollar. You got to love it. HUH?? Also there is the factor they get free medical from us tax payers, thats always great to see my tax dollars go for the abundance of illegal babies that are born in the U.S. and why shouldn't we be outraged? This alone is raising the cost of our health insurance and medical need fees, and leave it up to our government to keep the health care forum tied up so they can just screw us even more when they just let all this crazy stuff come into play...One final thought... I don't believe this is what our founding fathers had in mind when they signed the DECLARATION OF INDEPENDENCE all those many years ago. It makes me regret sending my children to school so they can learn how America was suppose to be and what it is about to become.

Since most of this problem is caused by the people hiring the illegals. The answer to much of this problem is simple. Fine any U.S. employer $20,000 for each illegal they hire. $50,000 and jail time for a second offense. Without jobs most of the illegals would simply go home. After a year any illegals caught remaining here would also be fined and jail time for repeat offenses.

They say illegals take jobs that Americans don't want. That's BULL! I've seen for myself our high school and college kids not being able to find jobs because they are all taken up by illegals that'll work for less than the minimum wage and won't bitch because of the fact that they are here illegally. I've seen workers laid off and replaced by Mexicans for the exact same reason. I've seen a good union company replaced by one that hires almost exclusively Mexicans that are paid sub-standard wages. Wages, by the way, which are sent back home to buy products in their own country that cost half what they do here. THAT is supposed to help our economy? How may I ask? And to top it all off the cost to our welfare system is enormous. Look at the states in the worst fical shape and you'll see an almost mirror image of the states with the most illegals. Your giving money to people that don't give a hoot about this country and have no loyalty whatsoever to it. They come here for a free ride and drive down the wages and drive up the costs of products here by forcing companies to print labels in foreign languages on things they don't even buy because they can send the money back across the border and buy it cheaper there. And our government lets this happen. No wonder the average Americans standard of living is headed toward Mexico's. WAKE UP people!!!!

Brilliant scientist doing post doctorate work on brain disease going through hoops to get green card. Send us your people of science, we will welcome them. All these great commentaries why doesn't Congress get the message. First pass the Health Plan, then Ammnesty with Health Care, a foundation for rebellion.
