Possible new regulations might make materials soliciting new cardholders easier to read.

If reading credit-card documents gives you a headache, you are not alone. A recent GAO study found that materials soliciting new cardholders, and credit-card agreements themselves, are complicated, poorly organized and badly designed. "They have proven difficult for consumers to use in finding and understanding important information about their cards," the study concluded. The Federal Reserve is now reviewing Regulation Z, which spells out the disclosures that banks must make. Possible new requirements include a summary document and a m ore readable format.
