When the president and vice president released their 2009 tax returns a couple weeks ago, we saw that Joe Biden reported just a fraction of the income that his boss claimed last year. The Obamas have book deals to mainly thank for their disproportionately higher earnings, as the salaries on Capitol Hill are preordained and regimented—and, depending on where you fall on the totem poll, not necessarily lucrative.
