What happens when the government crafts new rules to reduce fees banks charge customers? Banks find new fees to charge. Because banks can no longer charge overdraft fees (unless customers opt in to an overdraft plan), they're looking for ways recoup lost revenue. Among the first services to be affected will be free checking, according to the October issue of Kiplinger's Personal Finance. It will be tougher to find accounts without fees or strings attached. Tougher, but not impossible.

Phil Taylor at PTMoney.com has come up with a list of the best free checking accounts at online and brick-and-mortar banks. For each account, he specifies whether there is a minimum balance requirement, what the initial deposit requirement is and whether free online bill pay is part of the deal. He favors online banks, though, because they offer better perks, such as cash-back rewards.
